  Fort Fisher, NC is a great beach for dogs. It doesn't close and lots of places to run. It's also warm enough in winter to run around. The surf is rough and you do have to keep the dog leashed when there are others on the beach. However, the people are friendly and it is a great place to jump waves with your dog.
